I believe he may not have been aware of implications some listeners attributed to what he said. It is possible that he truly thought he only was praising some athletes without insulting or degrading anyone or even the extended families of anyone. I don't know, but I've heard that he, at least, did not think he was a racist, and if that is true, perhaps because of intention alone, what he said actually did not denigrate the people he offended.
